This essay offers a critical presentation of the British constitutional crisis of 1909–1911, which was resolved with the passing of the Parliament Act 1911. After focusing on the long-term reasons justifying the questioning of the constitutional position of the House of Lords, the paper analyses the positions of the actors involved, the constitutional arguments used, and the implications of the passage of this constitutional statute. The Parliament Act 1911 can be understood both as the end point of the long nineteenth century and as the starting point of a decade-long process of reforming the upper house that has continued to the present day.

Abstract

This essay offers a critical presentation of the British constitutional crisis of 1909–1911, which was resolved with the passing of the Parliament Act 1911. After focusing on the long-term reasons justifying the questioning of the constitutional position of the House of Lords, the paper analyses the positions of the actors involved, the constitutional arguments used, and the implications of the passage of this constitutional statute. The Parliament Act 1911 can be understood both as the end point of the long nineteenth century and as the starting point of a decade-long process of reforming the upper house that has continued to the present day.
